With over a century of combined experience, the partners at Gray Pannell & Woodward LLP strive to be Georgia’s best public finance law firm.



Our law firm was initially formed in 2008 by Tom Gray, Jim Pannell, and Jon Pannell to work more effectively as counsel, bond counsel, and underwriter’s counsel to represent established and new clients, including state and local public authorities, private companies, cities, counties, school boards, underwriters, and financial advisors in public finance transactions and economic development projects. Jim Woodward joined the firm in 2012, bringing with him public finance expertise gained with two large regional firms.



Our lawyers have taken lead roles in bond and other types of financings for hundreds of cities, counties, schools, hospitals, public utility systems, and private companies to build necessary infrastructure and obtain working capital. The increasing complexity of tax and disclosure regulations has made it necessary for underwriters, financial advisors, banks, and other financial institutions to rely on our known expertise in structuring tax exempt and taxable financings and in rendering advice on tax and disclosure matters.



We work with clients and financing teams to plan properly and to keep transactions on track so that they will be closed in a timely and professional manner.

We have been fortunate to enjoy long-term relationships with both small and large clients. Although our attorney client relationship usually ends after the closing of a transaction, we remain available to consult with attorneys and local officials to answer questions and to help solve problems, which may arise as local needs change.
